Hurricane Michael Community Development Block Grant – Disaster Relief (CDBG-DR)


The Florida Department of Commerce (FC) has made available $112 million in CDBG-DR funding to local governments impacted by Hurricane Michael through the Rebuild Florida General Infrastructure Repair Program. For this funding allocation the Town of Alford has received funding for multiple projects. Each project that town currently has open is listed below along with a brief summary of the project scope of work and a current status update.

Westwood Drive Drainage Project (M0075)

The Town of Alford has been awarded up to $7,266.69 in CDBG-DR Hazard Mitigation Grant Program (HMGP) Match funds to complete Phase 1 of a 2 Phased project to improve the drainage system of Westwood Drive located in the Town of Alford. The project is primarily funded through the HMGP Agreement DR-4399-058-R, as approved by the Florida Division of Emergency Management (FDEM) and the Federal Emergency Management Agency (FEMA)

This project is currently under design by the Town’s contracted Engineer - David H. Melvin, Inc. Once design is complete, the town will submit the full Phase 1 Design deliverables to FDEM for approval to move onto Phase 2 – Construction. Once approved, the Town will initiate the competitive bid process to solicit sealed bids from qualified construction contractors. The Grant is being administered by the Town’s contracted grant administrator - David H. Melvin, Inc.

Townwide Wastewater Improvements (M0108)
 
The Town of Alford has been awarded $13,879,500.00 in CDBG-DR funds to construct a city-wide septic to sewer remodel. This includes construction of new gravity sewer collection and transmission system within the town, as well as construction of a sewer force main transmission system, along U.S. 231 and Kynesville Road, which will pump the Town’s sewage to the City of Marianna.

This is a multiphase project with parts of the proposed system being currently under design by the Town with the assistance of the Town’s contracted Engineer - David H. Melvin, Inc. including the design of the town wide Sewer System and transmission connection to City of Marianna. Once those design aspects are complete, the town will initiate the design process to ready the project for construction contract procurement. The design of the gravity sewer force main running from the Town to the City of Marianna along US 231 and Kynesville Road is complete and is the Town is currently in the construction procurement phase for these improvements. The Grant is being administered by the Town’s contracted grant administrator - David H. Melvin, Inc.
